Accessibility statement
ref21 believes that everyone, including people with disabilities, should be able to use the internet independently and with dignity. We have made the site accessible so that it is easy and convenient to use for everyone, including people who use assistive technologies.
Accessibility level
The site was adapted in accordance with the Israeli Equal Rights for Persons with Disabilities (Service Accessibility Adjustments) Regulations, 2013, and Israeli Standard IS 5568, which is based on the W3C Web Content Accessibility Guidelines (WCAG 2.0), at conformance level AA. Where possible, we also apply WCAG 2.1 level AA.
What we have done
- Every part of the site can be used with the keyboard alone, with a clearly visible focus indicator and a “Skip to main content” link.
- Pages use semantic structure (headings, regions, lists and tables with headers) for screen readers.
- Every form field has a label, and error and status messages are announced to screen readers.
- Text contrast is at least 4.5:1 and form-field borders at least 3:1, in both light and dark mode.
- Text can be enlarged up to 200% without loss of content, and the layout adapts to mobile screens.
- The site is available in six languages with the correct text direction (right-to-left for Hebrew and Arabic), and the language of each page is declared.
- Decorative icons are hidden from assistive technologies; QR codes have a text description and the short link is always shown as text next to them.
- Statistics charts are also available as a data table.
- There is no flashing content; animations are minimal and follow the system “reduce motion” setting.
- Links that open in a new tab are announced to screen readers.
Accessibility menu
On every page there is an accessibility button (a person icon) at the bottom corner of the screen, reachable with the Tab key. It opens a menu with these options, which are remembered in your browser:
- Larger or smaller text (up to 160%).
- High contrast (light text on a black background).
- Highlight links.
- Readable font.
- Increased line, letter and word spacing.
- Stop animations and transitions.
- Reset all settings.
Known limitations
- Short links lead to destination websites owned by third parties. Their accessibility is not under our control.
- A QR code is an image meant to be scanned with a camera. The same link is always shown next to it as text that can be copied.
- Despite our efforts, some parts of the site may not yet be fully accessible. If you find one, please let us know and we will work to fix it.
Browsers and assistive technologies
The site is designed to work with current versions of Chrome, Firefox, Safari and Edge, on computers and mobile devices, and with screen readers such as NVDA, JAWS, VoiceOver and TalkBack.
Physical accessibility
ref21 is an online service only. It has no offices or service points that are open to the public.
